1. Introduction
Drought resilience consists of set of approaches and activities put in place to build community capacities to detect, predict drought trends, plan, and implement livelihood projects that will ensure that drought-prone communities become effective managers of drought and related food security shocks.
The PFMA 2012 NDEF Regulation, 33 (a), designates 50 percent of the allocated resources to resilience component under each financial year. Regulations, 25, 26, and 27 expound on the criteria for accessing resilience Funds, project planning and projects implementation modalities with County Governments, Community Based Organisations (CBOs) and Faith-based Organisations (FBOs).
Regulation 25 stipulates modalities for accessing the resilience resources by different stakeholders implementing resilience building innovations. The Fund secretariat at the county level did all the preliminary work in ensuring that, the submitted proposals approved by the county drought and food security committees complied with the regulation’s requirements. The Fund secretariat at Headquarters verified and scored the projects in a matrix and ensured compliance with the 5 submitted proposals by four county secretariats.
The Board considered and approved 5 proposed investments by the Fund in collaboration with the partners outlined in the financial agreements. Regulation 32 (5) provides that the secretariat publishes and publicise the project proposals approved by the Board.
The Board considered and approved implementation of the projects provided in Table 1, for the financial year 2023/2024;
